I am directed to acknowledge the receipt of
your letter of the 5th. instant urging that a Proclamation
should be issued by the Governor to allay uneasiness among
the native population in regard to the policy of the
Government in connection with the boycott of dealers in
Japanese goods.

In reply I am to state that His Excellency
has already taken steps to make known the policy of the
Government not only by verbal explanations to the Chinese
Members of Council and to the District Watchmen's Committee, which is a very representative one, but by the publication in all the Chinese newspapers in the Colony of the communi-
qu copy of which is enclosed.

3. In reply to a Petition presented on behalf
of two of the persons who have been banished and to en- quiries made concerning others who are at Canton replies have been sent to the effect that if they will pulish repudiations of their connection with the boycott, which as you are aware led to serious breaches of the peace and destruction of life and property, the cancellation of the banishment orders issued against them will be favourably
considered.
I am to add that it is anticipated that these measures will have the effect desired by your Chan- -ber but that if this anticipation should not be realised His Excellency will consider the question of issuing a
Proclamation.
